The City Government of Zamboanga, through the General Fund (SB#01, AB FY-2012), intends to apply for Re-Bid for the sum of ONE MILLION SEVEN HUNDRED FOUR THOUSAND THREE HUNDRED FIFTY PESOS (P1,704,350.00) ONLY, being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Drainage System / Rehabilitation/Improvement of School Building (Bunguiao and Tagasilay). Bids received in excess of the ABC shall be automatically rejected at bid opening.
The City Government of Zamboanga now invites bids for Construction of Drainage System / Rehabilitation/Improvement of School Building which involves layout/excavation, embankment and backfilling, stone masonry, removal of existing structures, structural concrete, masonry works, roofing works, carpentry and joinery works, doors, grilleworks, electrical works, painting works, and cleaning and declogging of septic vault. Completion of the Works is required in Sixty Four (64) calendar days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, Section II. Instruction to Bidders.
Bidding will be conducted through competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested Bidders may obtain further information from the Office of the City Mayor – Procurement, Acquisition and Awards Division (PAAD) and inspect the Bidding Documents at the address given below from 08:00 A.M. to 05:00 P.M. starting August 10, 2012 to August 30, 2012.
A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of P2,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.
The City Government of Zamboanga will hold a Pre-Bid Conference on August 17, 2012 at 10:00 A.M. at the Office of the City Mayor Conference Room, City Hall, Zamboanga City, which shall be open to all interested parties.
Bids must be delivered to the address below on or before August 30, 2012 at 10:00 A.M. at the Office of the City Mayor Conference Room, City Hall, Zamboanga City. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be accepted.
Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Office of the City Mayor Conference Room, City Hall, Zamboanga City.
Bidders are required to indicate the validity period of their bids in the Bid Form. Failure to indicate the same shall be considered that the bid is valid for a period of 120 calendar days as specified in Section 28.1 of the Revised Implementing Rules and Regulations of R.A. No. 9184.
All bids must be accompanied by a bid security in the form of cash, cashier’s/manager’s check, bank draft/guarantee confirmed by a Universal/Commercial Bank, Irrevocable Letter of Credit issued by a Universal/Commercial Bank or from other bank certified by the Bangko Sentral ng Pilipinas as authorized to issue such financial instrument, provided however that it shall be confirmed or authenticated by a Universal/Commercial Bank if issued by a foreign bank in the amount of P34,087.00 or Surety Bond callable upon demand issued by a Surety or Insurance Company duly certified by the Insurance Commission as authorized to issue such security in the amount of P85,217.50 or any combination of the foregoing in the amount proportionate to share of form with respect to total amount of security.
Equipment to be used: Concrete Bagger Mixer, Concrete Cutter, Electric Drill and Electric Planer.
Key Personnel: Project Manager, Project Engineer, Material Testing Engineer and Foreman.
The City Government of Zamboanga reserves the right to accept or reject any Bids, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
